Little Gem mini clown panda bear, Mr jingles, Chu-ming wu & Sally Lambert

I have for sale a miniature (3”) Clown Panda bear. I acquired him at a garage sale and know nothing about him other than my internet research. His arms and legs are jointed. His leather paws are inscribed on right paw “Little Gem & below that Chu-ming Wu. On left paw “ Mr. Jingles by Sally Lambert and below 156/2000” I assume for a limited edition. Mr. Jingles is also holding a staff with a panda bear head on it. The name Mr. Jingles and the head on a staff could be in reference to the 2006 horror movie Mr. Jingles.
Just speculation on my part because I could not find anything in my internet searches on this particular bear. Found tons of little gem and Chu-ming Wu bears but not this one. In great condition no rips no tears clean and crisp.
